The building is already there. So is the post. So is the money.
This is the rung that decides everything, and it is the one where the argument is easiest, because almost nothing has to be created. A village that wants to run this is not asking for a new scheme. It is asking to use four things it has already been given.
What is already there
The centre exists, and yoga is already one of its jobs.
More than 1.7 lakh Sub-Centres and Primary Health Centres have been upgraded into Ayushman Arogya Mandir. Their twelve service packages include mental health and yoga, and 5.73 crore wellness sessions had been held by 30 June 2025. This is not a proposal. It is a count.
The yoga post exists.
The Ayush arm of the same programme lists a Yoga Instructor in its staffing, beside the Community Health Officer, the ANM and the rest. The person this protocol needs is already on the sanctioned list.
The committee has untied money, every year.
Rupees 10,000 a year, untied, to every Village Health Sanitation and Nutrition Committee, and the guidelines allow it to be spent on village health activities including camps and information work. It is small. It is also enough for mats, a register and a month of mornings.
And the panchayat's own grant has just been raised by 84 per cent.
The Sixteenth Finance Commission, reporting for 2026-31, put Rupees 4,35,236 crore to Rural Local Bodies across 28 States. Half the basic grant is untied and may be spent on the twenty nine subjects of the Eleventh Schedule, which include health and sanitation. The operational guidelines were issued on 21 May 2026. This money is in the panchayat's hands and a resolution is what releases it.
And behind all of it, one free number.
14416, round the clock, twenty languages, a counsellor first and a psychiatrist behind. A village does not have to have a psychiatrist living in it to have one on the line.
What is missing
Nobody has told the Community Health Officer what to run. She has a mental health package, a yoga instructor's post and a hall. What she does not have is a protocol: which postures, in what order, for how many minutes, three times over at three speeds, and what to write down afterwards. That is the only thing this site adds, and it is the only thing missing.
What to do first
Pass one resolution.
A gram sabha resolution naming the practice, the hall, the hour and the person. One page. It is what turns an untied grant into a spent grant, and it is the single act that a sarpanch can perform and nobody else can.
Give the Community Health Officer this site, and nothing else.
Not a training. Not a workshop. The nine groups are written out movement by movement with a photograph for each, and the whole thing works on a phone with no signal. She can read it the night before.
Start with one group, three mornings a week.
Not all nine. Group one is fifteen movements and it is the getting ready. A body that has run on opium for decades cannot be asked for an āsana on day one, and a village that tries all nine in week one will stop in week two.
Keep an attendance register from the first morning.
Names and dates, nothing more. It is the cheapest measurement there is and it is the one the next rung up will ask for.
What to write down
Attendance, and how many were still coming in week four. Then, when somebody is willing to hold a stopwatch, the measurements the sessions themselves name: back endurance in seconds, stool frequency, a sleep diary on one sheet of paper.
A village that can show a register with names in it in week four is the only argument the block needs.
